  keystone credentials are replicated in multiple config files

Status in OpenStack Neutron (virtual network service):
  Expired

Bug description:
  The keystone credentials are repeated in multiple configuration files.
  We should update the code to use the values defined in quantum.conf
  and remove the duplicate values in the other .ini files.
