  DeviceIsBusy error when reattaching volume to an instance

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  This  happens mostly when you detach a volume and attach it to an
  instance for the second time. You can't see error message in horizon,
  but the attachments information is still empty after the "Manage
  Volume Attachments" dialogue window close.  It will always reported
  DeviceIsBusy error in nova log even you retry after waiting for a
  period of time.
