Title:
  Thrown VirtualInterfaceCreateException in state transition
  "REVERT_RESIZE/resize_reverting"

Status in OpenStack Compute (Nova):
  New

Bug description:
  During testing I'm found failed test
  tempest.api.compute.servers.test_server_actions.ServerActionsTestJSON.test_resize_server_revert.

  In logs I see that Nova driver can't create Virtual Interface.
