[Bug 1413834] [NEW] Misleading help message in "Manage Floating IP Associations" dialog

In the "Manage Floating IP Associations" dialog, when neutron is
enabled, the field name for the second drop down list is "Port to be
associated". However, the help message still says "Select the IP address
you wish to associate with the selected instance." The text "selected
instance" is misleading since in Neutron based Floating IP
implementation an association target is not an instance but a port. So
the help message should be changed to "Select the IP address you wish to
associate with the selected port." when neutron is enabled.
