[Bug 1414640] [NEW] HA routers don't implement extra_subnets / multiple subnets per external network

Was solved before HA routers were merged in Juno.
HA routers therefor do not support multiple subnets per external network as legacy routers do.
Short summary:
Legacy routers add a route to every subnet on an external network, so that floating IPs may be assigned freely on every router that is connected to said external network, no matter which subnet its router port is on. HA routers do not configure these onlink routes, and they may do so via virtual routes - The same mechanism that HA routers support the 'extra routes' extension and the router's default gateway.
