Public bug reported:

Currently Neutron does not validate the version of Keepalived.
In order to support configuring IPv6 default routes, the minimum version of keepalived [1] that is required is 1.2.10
So we can introduce a check similar to dnsmasq [2] to validate the keepalived version.
