On the Admin->System->System Information panel on the Compute Services
and Block Storage Services tabs Status and State are not translatable.
Note that the Network Agents tab has both of these translated properly
and can likely serve as model.

To see the problem, the pseudo translation tool can be used:
./run_tests.sh --makemessages
./run_tests.sh --pseudo de
./run_tests.sh --compilemessages
./run_tests.sh --runserver [ip:port]

Login + Change the language to German
