[Bug 1416135] [NEW] Unit tests would fail if the ipaddress (v4, v6) assignment order is changed

While searching for assigned address the unit test cases require the ipv4 address to be assigned first. The unit test cases should allow for either ipv4 or ipv6 to be assigned in any order. 

Cisco N1Kv as well DB plugin unit test fail if ipv6 is assigned first.
