Reproduce steps:

1.  In nova.conf,  compute_driver=libvirt.LibvirtDriver.  Start nova-
compute.

2. Modify nova.conf, compute_driver=vmwareapi.VMwareVCDriver.  Restart
nova-compute.

3. Modify nova.conf, compute_driver=libvirt.LibvirtDriver.  Restart
nova-compute.  Restart fails.


Error in nova-compute log:
