[Bug 1418079] [NEW] Namespace deletion caveat in agent configuration files

Public bug reported:

The L3 and DHCP agent configuration files contain a caveat for the
router_delete_namespaces [1] and dhcp_delete_namespaces [2] options,
respectively. Upon further investigation of the bug in the caveat, the
patch for iproute2 was committed two years ago [3] and should no longer
apply to any modern distribution of Linux. Unless this caveat still
applies, I suggest removing it to eliminate confusion when configuring a
modern neutron deployment.
