  DVR agents are also counted while creating HA ports

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  HA routers are not scheduled on Distributed l3 agents which is as
  expected, but they are counted while creating HA ports.

  The issue is because of this
