When interface is added to an ha router, the router is also scheduled on the agent running in dvr mode.
ha router should be scheduled only on the agents running in legace, dvr_snat mode.
The issue is because of this https://github.com/openstack/neutron/blob/master/neutron/db/l3_hamode_db.py#L253
