Public bug reported:

The Node Group Template copy workflow can't be started if the template
is missing either of "availability_zone" or "volumes_availability_zone"
parameters. Such template can't be created through UI but may appear in
Sahara dabs through other means.

The copy workflow should check that those fields are set before trying
to access the values.
