I consider it as keystone bug.

Keystone should handle this like the default domain.

Title:
  Cannot create project using Horizon - Could not find default role
  "_member_"

Status in devstack - openstack dev environments:
  In Progress
Status in OpenStack Identity (Keystone):
  New

Bug description:
  The following error occurs when i try to create a new project using
  Horizon

  On the dashboard - "Danger: An error occurred. Please try again later."
  On the horizon screen - NotFound: Could not find default role "_member_" in Keystone

  Steps to reproduce:
  ===============
  1. Install openstack using devstack
  2. Log in with your admin credentials
  3. Go to Identity -> Projects
  4. Click on + Create Project

  It would throw the error mentioned above.
