Use the Member role with horizon
Horizon by default using the _member_ role,
which is considered as a legacy role.
The tools/create_userrc.sh already creates the regular users,
with Member role.

Bug description:
The following error occurs when i try to create a new project using
Horizon
On the dashboard - "Danger: An error occurred. Please try again later."
On the horizon screen - NotFound: Could not find default role "_member_" in Keystone
Steps to reproduce:
===============
1. Install openstack using devstack
2. Log in with your admin credentials
3. Go to Identity -> Projects
4. Click on + Create Project
It would throw the error mentioned above.
