[Bug 1429556] [NEW] Identity API for domain-config should define separate resources for group/option

The API spec for domain-config contains the resource relationship for
the full domain-config, however since it is possible to manipulate
subsets of the config (e.g. an individual group or option), we should
also define a resource relationship for these, which can be referred to
by JSON Home.
