[Bug 1431174] [NEW] ports on shared networks missing from floating IP candidates

In the floating IP association screen, the "Port to be associated"
section will miss ports that belong to a shared network if the tenant
doesn't own the router on that network. This is incorrect behavior
because a tenant does not have to own the router to use floating IPs on
a shared network.
