This bug his not in tempest, it's an internal error in nova. Tempest
interacts with nova exclusively through the REST API and is only
exposing this issue in nova.

Bug description:
  I have noticed that many commit failed "check-tempest-dsvm-cells", for example:
  http://logs.openstack.org/68/150568/13/check/check-tempest-dsvm-cells/b390566/logs/screen-n-api.txt.gz?level=TRACE

  it seems that our tempest data "hypervisors" is a dict, but our code
  deal with "hypervisor" as an object.
