Title:
  openstack allocation of floating ips ignores default_floating_pool

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  I had
  "auto_assign_floating_ip = True
  default_floating_pool = nova"
  in my nova.conf and different floating-ips in a floating-pool called "nova".

  When I created instanced it failed. If i tried to run "nova floating-ip-create" it also couldn't allocate floating ips.
  With "nova floating-ip-create nova" it worked.

  After deleting the old floating-pool and making a new one with the
  name "public" everything worked. So I assume openstack ignores the
  default_floating_pool in nova.conf.

  I'm using Ubuntu Raring and nova version 2013.1.2.
