[Bug 1440903] [NEW] moving exception handlers is too disruptive for this point in the dev cycle

I really like the direction being taken by

however, I believe that it is too disruptive for this late point in the
Kilo dev cycle.  It's going to break any Horizon extension that expects
to add its own exception types.

I believe this should be reverted for Kilo + added back in to Liberty.
