[Bug 1441783] [NEW] VPNaaS: Non-stacking functional jobs

 

Public bug reported:

In a fashion similar to Neutron, the functional tests jobs (dsvm-
functional, dsvm-functional-sswan) should be converted to only prepare
the environment, using DevStack, and not to actually stack (starting up
all the processes).

This will permit better performance for the functional tests and make
the jobs more consistent to what is done in the Neutron repo.
