  neutron allow to create network with physical network that is absent
  in config file

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  Try to create a new network with false --provider:physical_network (typo mistake).
  Neutron allow the mistake which was hard to found.
  Could have check if the physical network is valid (such as in /etc/neutron/plugin.ini ).
