  TRACE when restarting openvswitch if using OVS DVR agent

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  ovs_neutron_agent checks the openvswitch service status during its rpc
  loop. If the service was restarted, the agent picks up on it and
  reconfigures all OVS flows on all bridges. In the DVR agent case, the
  agent raises an exception instead as it references the recently
  removed (https://review.openstack.org/#/c/129884/)
  self.dvr_agent.setup_dvr_flows_on_integ_tun_br.
