  VPNaaS: Create a StrongSwan based functional job

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  The new StrongSwan driver, which will eventually be the reference
  driver, requires a different environment setup than what is used for
  the existing OpenSwan driver.

  As such, a new functional job is needed. Will also need devstack
  updates to be able to set up for StrongSwan in DevStack to be used in
  the job.
