Public bug reported:

On testing the following scenario,

1.  Create load balancer with valid attributes and admin_state_up is set to False.
2.  Create a listener with valid attributes and admin_state_up is set to True.
3.  Verify that the status tree for operating status is set to ONLINE for listener and DISABLED for load balancer.
4.  Verify all entities attributes are correct.

I could see that the operating status for listener is also DISABLED
while we expect it to be ONLINE.
