tox -e py27 neutron.tests.unit.agent.common.test_ovs_lib.OVS_Lib_Test

The following tests:
neutron.tests.unit.agent.common.test_ovs_lib.OVS_Lib_Test.test_create
neutron.tests.unit.agent.common.test_ovs_lib.OVS_Lib_Test.test_reset_bridge

Take 20 and 10 seconds respectively on a VM of mine.
