Public bug reported:

Some neutron.tests.functional.agent tests are skipped[1] if the system
doesn't support some feature they require.

We should ensure that these tests are not skipped in the gate.

     use a sanity check to check if ARP header matching is supported
* neutron.tests.functional.agent.linux.test_ovsdb_flows 
     check "manually" that ovsdb-client is installed and can be invoked without password
