I do not see the v3 API merged into the repository, so marking this bug
invalid as it does not affect any of the current branches. Please add
these  details as comment to the relevant  review.

Title:
  Invalid values of Artifact Blobs lead to HTTP 500

Status in OpenStack Image Registry and Delivery Service (Glance):
  Invalid

Bug description:
  An attempt to PATCH or PUT an invalid value into the artifact's blob
  property leads to unhandled exception (i.e. HTTP 500 error code)

  Example:
  PUT /v3/artifacts/images/v1/<someid>/file sent with application/json request type and some json body instead of proper applciation/octet-stream leads to HTTP 500 instead of proper HTTP 400
