Public bug reported:

glance-api & glance-registry doesn't set the oslo.messaging's
control_exchange correctly, so it will uses the default 'openstack'
exchange for all the notifications they send out, which does not follow
openstack convention. Other openstack projects will by default send out
the notification to the exchange with the same name of that project,
e.g. nova sends to exchange 'nova', cinder sends to exchange 'cinder'.
