[Bug 1468259] [NEW] native ovsdb iface should make sure manager that is used for connections is availabe

 

Public bug reported:

At the moment, if native ovsdb iface is used, then there is a
requirement that user sets a manager that allows such connection in
advance. Instead, native implementation should just set that manager
before connection attempts once on startup.

That allows to use new implementation without support for set-manager
call in all deployment tools.
