Title:
  FWaaS - the action of  firewall-policy "insert_rule" and "remove_rule"
  not exist in policy.json

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  The action of following API does not exist at policy.json although the
  firewall/firewall-policy/firewall-rule actions exist.

  It is difficult for administrator to control policy with those
  actions.

    1.    v2.0/fw/firewall_policies/{firewall_policy_id}/insert_rule
    2.    v2.0/fw/firewall_policies/{firewall_policy_id}/remove_rule

  At least supported action(API) should be written into policy.json.
