Public bug reported:

Following FWaaS API can not control policy using policy.json.
Because,  the action of those API does not exist at policy.json.

  1.    v2.0/fw/firewall_policies/{firewall_policy_id}/insert_rule
  2.    v2.0/fw/firewall_policies/{firewall_policy_id}/remove_rule

Therefore,   the user who has no privilege to execute those APIs  can execute
in current version.
