  too many dumps of log options values

  Fix Released

Bug description:
  A gate test usually dumps them twice [1], and the dumps become three if there are api workers.
  If rpc workers are enabled as well, there will be 4 dumps.

  oslo_service is dumping option values already. Probably neutron does
  not need to do that anymore.
