Public bug reported:

When running tox in the neutron-fwaas repo, none of the unit tests are
executed under /tests/unit/extensions are run.

When forcing it to run by overriding
OS_TEST_PATH=./neutron_fwaas/tests/unit/extensions - the following error
occurs.
