Title:
  fwaas unit tests for the API extension are not runnable

Status in neutron:
  Fix Released

Bug description:
  When running tox in the neutron-fwaas repo, none of the unit tests are
  executed under /tests/unit/extensions

  When forcing it to run by overriding
  OS_TEST_PATH=./neutron_fwaas/tests/unit/extensions - the following
  error occurs.
