  For Arista ML2 Driver, block port create/update operations

Status in networking-arista:
  New

Bug description:
  If Arista EOS is not in ready state (i.e. not fully initialized) do
  not accept any create or update operation. Simply reject the
  create/update_xxx_precommit operations.
