[Bug 1502924] [NEW] our ipv6 icmp rules don't match iptables output

Public bug reported:

our code that generates iptables rules for ipv6 icmp rules does not
match the format that they are printed back out from iptables-save. This
causes counters to be lost on those rules since the iptables manger
can't match the rules we generate to the output.

We are using a different protocol name and not including the module,
which iptables-save does.
