1) Create an HA router
2) Update it to a DVR router

Expected result:
Error explaining that a router cannot be both HA and distributed

Actual result:
neutron.common.exceptions.BadRequest: Bad router request: Cannot upgrade active router to distributed. Please set router admin_state_up to False prior to upgrade.
