PREPEARE STEP: If it possible, remove all JobBinaries

STEPS TO REPRODUCE:
1. Navigate to JobBinaries
2. Click on "Create JobTemplate"
3.  Navigate to "Libs" tab
4. Click on "+"
5. Create JobBinary and click "Create"

EXPECTED RESULT:
Button "Choose" available
