Bug description:
Traffics of unknown unicast or arp broadcast in the same compute node
may be flooded out tunnels to other compute nodes, that is a waste. It
is better that these traffics are dropped in br-tun bridge.
for example, both port1 and port2 are hosted in node A, when request
port2's mac address from port1, the arp request will be flooded out
br-tun, then br-tun will flood it out tunnels.
