  networking-bgpvpn kilo branch

Bug description:
  While we are working on a first liberty release, we would like to also
  prepare a kilo backport.

  To do this we would like to create a stable/kilo branch from current
  master head, but *without* doing a release (there is a bit of work to
  do to have kilo-compatible code).
