In liberty release Glance Artifacts EXPERIMENTAL API is part of the
glance-api service (disabled per default)

  Using Liberty release, if I run

  
  $ /nix/store/rgmjikgzkvcrpd7w5v28p6w01bhb9yq1-glance-11.0.0/bin/glance-artifacts
  Traceback (most recent call last):
    File "/nix/store/rgmjikgzkvcrpd7w5v28p6w01bhb9yq1-glance-11.0.0/bin/glance-artifacts", line 6, in <module>
      from glance.cmd.artifacts import main
  ImportError: No module named artifacts

  
  I can't spot artifacts module inside glance/cmd/ folder. Should it be removed?
