[Bug 1515847] [NEW] NSXv3: Router interface attachment fails

Public bug reported:

To reproduce, using the NSXv3 stable/liberty plugin:
- Create logical network.
- Create logical router.
- Add interface on router to network.

Error in the neutron log:
The HTTP request returned error code 400, whereas 201/200 response codes were expected. Response body {u'module_name': u'NSX Edge', u'error_message': u'Found errors in the request. Please refer to the relatedErrors for details. {0}.', u'error_code': 19000, u'related_errors': [{u'module_name': u'NSX Edge', u'error_message': u'Given logical switch port 6839ea37-0696-40b5-80e0-c90db6a12852 is in use and it is linked to 858bd8cb-0974-40c2-82ae-fa2eaac18b80.', u'error_code': 10045}]}
