  caret button shouldn't be disabled

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Currently, in action dropdown menu with split-button, when the action
  disabled, the caret button is disabled as well, this cause it's
  impossible to interact with other actions in the dropdown. Caret
  button should be always enabled.
