  warning for dead agent during port binding is misleading

Bug description:
  If an L2 agent is dead and a port is being bound to its host, the ML2
  driver will emit a warning that is misleading: "Attempting to bind
  with dead agent". It claims it's attempting to bind the port when the
  driver is actually skipping binding for that port.
