[Bug 1532091] [NEW] when set gateway to a router, can't specify a fixed ip from the external network

Public bug reported:

In dashboard, when set the gateway to a router, the gateway IP  address
is default, users can't specify a external fixed ip to the  router.
while can use CURL command to do it.
