  "Create Network" page has css error when in a new page

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  Reproduce the bug:
  1, Right-click the "Create Network" button in the networks index page,  open a new page to "Create Network".
  2, Now you can see the css error, and i will provide a picture blow.
