There are several tests in keystone/tests/unit/test_auth.py that fail
when Fernet is the default token provider [0].

The following is a scoped token with UUID as the token provider:

The following is a scoped token with Fernet as the token provider:
http://cdn.pasteraw.com/nni8xtbgjsl3934vlwv7j5ktry2fl73

Both of those pastes should be the same.
