I don't understand what the bug is. An error VM counts against quota.
Once you delete it it cleans up. That's working as designed.

  Instance failure shows redundant data in overview page

Bug description:
  The overview section displays incorrect limit summary details when an instance creation has failed.
  I try to create an instance that needs 8192MB RAM and 4VCPUs (m1.large).
  The instance creations fails with an error status.
  Meanwhile the overview page shows instance, VCPUs and RAM summary details.(This should ideally be empty as the instance creation was unsuccessful).
