According to Django document [1], a custom filter needs to be placed under $INSTALLED_APPS/templatetags.
parse_isotime is placed in horizon/utils/filters.py.
parse_isotime is decorated with @register.filter, but it seems not to work for sahara-dashboard.

What is a right solution?

I add horizon to an affected project to gather more attraction from
horizon team.

  When running "python manage.py compress --force" in an environment where sahara-dasahboard is enabled,
  the following error message is shown.

  This bug is about 'parse_isotime'.
  Note that bug 1551006 is about Could not parse the remainder: '{{' from '{{'  because the cause seems different.
